El trabajo analiza el fenómeno de la exclusión social como una forma de
expresión de la desigualdad y la pobreza. Revisa el desarrollo histórico y conceptual
de la misma, así como las principales teorías al respecto y sus limitaciones para
evidenciar la interacción entre los aspectos estructurales y las manifestaciones de
este fenómeno, al igual que su intersección con otras formas de exclusión. Se
ejemplifica con un barrio de la Provincia de Tucumán. Se muestra también el
recorrido histórico del Estado, en su forma de interpretar e intervenir sobre el
problema de la pobreza y la exclusión social, y el impacto de perspectivas que
limitan sus posibilidades de actuar sobre los determinantes fundamentales que
condicionan su producción y reproducción. A partir de estos elementos se analizan
los obstáculos institucionales y de funcionamiento del Estado y la administración
pública, y la falta de desarrollo de capacidades específicas en la institucionalidad
orientada a la pobreza, en particular del Ministerio de Desarrollo Social de la
provincia de Tucumán en el período 2003-2015.
The work analyzes the phenomenon of social exclusion as a form of
expression of inequality and poverty. It reviews its historical and conceptual
development, as well as the main theories in this regard and its limitations to
highlight the interaction between the structural aspects and the manifestations of
this phenomenon, as well as its intersection with other forms of exclusion. It is
exemplified with a neighborhood in the province of Tucumán. It also shows the
historical path of the State, in its way of interpreting and intervening on the problem
of poverty and social exclusion, and the impact of perspectives that limit its
possibilities of acting on the fundamental determinants that condition its production
and reproduction. Based on these elements, the institutional and operational
obstacles of the State and public administration are analyzed, as well as the lack of
development of specific capacities in the poverty-oriented institutional framework,
in particular of the Ministry of Social Development of the province of Tucumán in
the period 2003-2015.
